Russia Withdraws from Framework Convention for the Protection of National Minorities (FCNM)

The Russian Federation decided to withdraw from the Framework Convention for the Protection of National Minorities (FCNM), a decision which will take effect on 1 August 2024.

The FCNM Advisory Committee published a statement in which it expressed deep concern over Russia’s decision. The Advisory Committee stated that, in line with the Council of Europe’s approach, it is determined to maintain engagement with Russian civil society and “remain available for dialogue with representatives of national minorities and indigenous peoples from the Russian Federation.” The Committee expressed its full solidarity with the continuous struggle for minority rights in Russia.
